A partial lock allows the Account owner to remotely limit the temperature range the thermostat can be set and prevent a change of modes by a person physically at the unit or through the app. The use-cases this solves is 1) preventing someone from shutting off the heat a bad time (i.e in cold weather), and 2) running the heat too high or AC too low when they don't pay for utilities. If the thermostat is in a common area in a building, it is advisable to keep it fully locked so someone can't just change the temperature without authorization. If a mode change is desired, the partial lock needs to be removed then mode can be switched from heating to cooling, or from cooling to heating.
